Major Matthew Carrier began his law enforcement career with the MARTA Police Department in 2003 as a patrol officer in the South Precinct. He rose through the ranks to sergeant and lieutenant and served in positions on the Bike Patrol, Motorcycle Patrol Unit, the Department’s Crime Suppression Team, the Motor Coordinator, and the FBI’s Joint Terrorism Task Force with duties as the Rail Liaison Agent and Assistant WMD Coordinator. 
Major Carrier was promoted to Major in 2017 and held assignments as the commander of North Precinct, South Precinct, Central Precinct and Special Operations before his current assignment as the Major of Police Administration.
Major Carrier holds certifications in International Police Mountain Bike Association, Police Motorcycle Operator, Special Weapons and Tactics, and HSEEP Evaluator.
He earned his Bachelor of Science degree in Political Science from the University of West Georgia and his Master of Science degree in Public Safety Administration in 2021 through the Georgia Law Enforcement Command College at Columbus State University.  He is a member of Atlanta Metropol, Georgia Association of Chiefs of Police, and National Tactical Officers Association.

Major Chablis Salters has over 16 years of Law Enforcement experience. Prior to joining the MARTA Police Department, she served as a Sergeant at the Georgia State University Police Department. Major Salters joined the Metropolitan Atlanta Rapid Transit Authority Police Department in 2013. She began her career at MARTA as a patrol officer in the Central Precinct where she soon became a Field Training Officer. Throughout her years at MARTA, she has held various positions and ranks to include: Corporal (Field Training Coordinator), Sergeant (North Precinct), Lieutenant (South Precinct), Commander of Police Support Services and the Emergency Preparedness Unit Commander.  In 2023 she was promoted to the rank of Major where she served as the Major of Police Administration before her current assignment as the Emergency Preparedness Unit Commander.

Major Chablis Salters earned a Bachelor of Business Administration degree in Finance and a Master of Arts degree in Counseling & Psychology from Georgia State University. She also participated in the Professional Management Program offered by Columbus State University where she earned a Certificate in Criminal Justice. Major Salters certifications include Field Training Officer, Supervision, Management, and Safety Manager as recognized by the World Safety Organization (WSO). She also earned certificates awarded by the Federal Transit Administration in Transit Safety and Security for Rail and Bus (TSSP & PTSCTP). Major Salters is a member of the American Public Transportation Association (APTA), World Safety Organization (WSO), & ASIS International.

The Emergency Preparedness Unit (EPU) is integral to the MARTA Police Department's emergency management efforts. This unit actively collaborates with key partners, including the Department of Homeland Security (DHS), Georgia Emergency Management Agency (GEMA), and the Federal Transit Administration (FTA). These partnerships bolster MARTA's resources for planning and intelligence gathering, enhancing the safety and security of our transit system.

EPU’s mission is to continually strengthen MARTA's preparedness initiatives, focusing on upgrading infrastructure, implementing cutting-edge security strategies, and enhancing the overall resilience of the Authority against all threats, whether natural or man-made. The MARTA Police Department has adopted an advanced, multi-layered security technology program, which includes chemical and radiological detection systems, as well as a network of over 10,000 cameras for real-time monitoring of our transit operations.

Training Unit Commander: Lieutenant Leroy White

The Training Department is responsible for coordinating, tracking, documenting and scheduling both in-house and off-site training of all department personnel. The Training Department is responsible for overseeing the new recruits, firearms training program, the field training program and assuring that all training offered and received is consistent with current laws, policies and mandates from Georgia Peace Officer and Standards Training. 

The primary objective of the MARTA Police Accreditation Department is to assist in the agency’s pursuit of excellence in law enforcement. The Accreditation Manager ensures that all policies and procedures conform to the most up-to-date law enforcement standards through our general orders and written directives. The department standards focus upon departmental policies, and operational procedures such as police training, use of force, emergency preparedness, and accountability. In addition, the accreditation department ensures that all Police operations adhere to the rules and regulations governed by its accreditation authority; the Commission and Accreditation for Law Enforcement Agencies ( CALEA), and Georgia Association of Chiefs of Police.  

In the event of a natural or man-made disaster, or any significant event or emergency affecting MARTA, the Emergency Operations Center (EOC) will be activated by the MARTA General Manager and/or the Chief of Police & Emergency Management. The EOC serves as the Incident Command Hub and Coordination Center for MARTA’s internal and external stakeholders who staff the EOC. MARTA’s EOC receives, analyzes, displays, and tracks critical resources and data to provide the vital communication, collaboration, and coordination to support effective decision making.

MARTA Protective Specialists provide a secure and safe work environment and protect the assets, employees, and visitors to the MARTA Headquarters, the MARTA Annex building, and the Integrated Operations Center (IOC). They also work alongside police officers by patrolling buses, trains, and stations. 

The MARTA Police Honor Guard provides the Department with a specially trained ceremonial team to render honors, preserve tradition, stimulate Esprit-de-corps and instill pride. 
The Honor Guard provides guidance while conducting ceremonies and establishes a specific sequence of events during those ceremonies. The unit provides a highly trained, specially uniformed group of motivated officers who perform the particulars of these important ceremonies.

The Public Information Officer is responsible for the department’s internal and external communication, including media relations and social media.
