MARTA

Deputy Chief Willie Davenport joined the Metropolitan Atlanta Rapid Transit Authority Police Department in 1995. During his tenure, he has served as a Patrol Officer, Special Operations Officer, Bomb Technician, Sergeant, Lieutenant, and Major. He served as the Canine Supervisor, Bomb Assessment Team Commander, Special Operations Commander and the Commander of the South, East, North and Clayton County Precincts.

Deputy Chief Davenport has earned several certifications including Special Weapons and Tactics, EOD, General Instructor and Taser Instructor, NIMS, and Intermediate, Advanced, Supervision and Management Certifications.

He holds a Bachelor of Arts degree in Criminal Justice from Saint Leo University and a Master of Science degree in Administration from Central Michigan University. He completed Senior Management Institute for Police (SMIP) course through the Police Executive Research Forum in 2021 and graduated from the FBI National Academy Session 283 in 2022. He is a member of Atlanta Metropol, Georgia Association of Chiefs of Police, International Association of Chiefs of Police, and DeKalb County Chief’s Association.

Major Timothy Maddox began his law enforcement career with the MARTA Police Department in 2006 as a patrol officer in the South Precinct. He served as a Field Training Officer at the Central Precinct before being promoted to the rank of Corporal in 2011. As he rose through the ranks of Sergeant and Lieutenant, he worked at the Central, East, and South Precincts. In 2023, he was promoted to the rank of Captain and became the department's Night Commander handling all critical incidents that occurred during the overnight hours.

In 2025, he was promoted to the rank of Major and is currently assigned to the North Precinct as the Precinct Commander. As the North Precinct Commander, his areas of responsibility are from the Civic Center Station to North Springs Station and the northeast line up to the Doraville Station.

Major Maddox is a United States Marine Corps Veteran. He earned his Bachelor of Arts Degree in Social and Criminal Justice from the University of Arizona Global Campus and his Master of Science Degree in Public Safety Administration at the Georgia Law Enforcement Command College at Columbus State University. He holds Supervisory and Managerial Certifications. He is a member of Georgia Association of Chiefs of Police and International Association of Chiefs of Police.

MPD Major Ernest Cloud

Major Ernest Cloud joined the MARTA Police Department (MPD) in 2006 as a Patrol Officer in the East Precinct. Since 2008, he was promoted to the ranks of Detective, Sergeant, and Lieutenant. He also served as a Field Training Officer, Criminal Investigations Unit Supervisor and Commander maintaining above the national average case clearance rates in multiple crime categories.

Major Cloud was promoted to Major in 2017. He served as commander for East and Central Precincts before his current assignment as South Precinct Commander with responsibility for areas from Garnett Station and south to the Airport Station.

Major Cloud holds several certifications including FTO, Certified Marijuana Analysis Examiner, NIMS, Supervision and Management Certifications, and General Instructor.

Major Cloud is a graduate of Valdosta State University, receiving a Bachelor of Science in Criminal Justice. He received his Master of Science degree in Public Administration from the Georgia Law Enforcement Command College Columbus State University. He is a member of Atlanta Metropol and Georgia Association of Chiefs of Police.

MPD Major Britt

Major Cleshea Britt started her MARTA Police career in 1999 in the East Precinct. She has served as a Patrol Officer and a Bicycle Patrol Officer during her first 5 years with the department before being promoted to the rank of Sergeant. She spent 4 years at the Central Precinct and then was promoted to the rank of Lieutenant working in the East, South and North Precincts over the years. In 2020, she became the department’s Night Commander handling all critical incidents that occurred during the overnight hours.

In 2023, she was promoted to the rank of Major and served as the North Precinct Commander before her current assignment as the East Precinct Commander. Her areas of responsibility include areas from King Memorial Station and east to Indian Creek Station.

Major Britt certifications include Strategic Planning, Incident Command System for Law Enforcement, NIMS, Emergency Preparedness, Georgia Crisis Intervention Team, Management, Supervision and a Command Level Preparation Course from the Leadership Development Institute of Georgia.

She earned her Bachelor of Science Degree in Criminal Justice with a minor in Psychology from the University of West Georgia. She is currently studying for a Masters in Public Safety Administration from Columbus State University Command College.

Central Precinct

Major Eugene Roberts joined the MARTA Police Department (MPD) in 1997. He started his career as a patrol officer in the South Precinct serving as a Field Training Officer (FTO). Since 2003, he has been promoted to the ranks of Sergeant and Lieutenant. He also served as a Training Sergeant Special Operations Response Team (SORT) Team Leader and Special Operations Commander.

Major Roberts was promoted to Major in 2020 and served as the commander of the South Precinct and East Precinct before his current assignment as the Central Precinct Commander. His areas of responsibility include areas from Five Points Station and west to H.E. Holmes as well as Peachtree Center and Georgia State Stations.

Major Roberts is retired from the United States Army. He has several state certifications: Georgia P.O.S.T Certified Basic Peace Officer, Field Training Officer, Special Weapons and Tactics Certification, Taser Instructor, Driver Trainer Instructor (EVOC), Firearm Instructor, Active Shooter Instructor, NIMS 300 & 400 Instructor and Instructor Trainer (IT), and Supervision and Management Certifications. He is a member of Atlanta Metropol and Georgia Association of Chiefs of Police.

Major Frederico Jackson

Major Fredrico A. Jackson is a native Atlantan and 20-year veteran with the MARTA Police Department. Since 2000, he has served as a Patrol Officer, Sergeant, and Lieutenant.

In 2020, Major Jackson was appointed to the rank of Major. He served as the Commander of the East and North Precincts before his current assignment as the Special Operations Commander.

He earned his Bachelor of Science in Criminal Justice from the University of South Carolina and received a Master’s degree in Public Safety Administration from Columbus State University in 2019.

MPD maintains oversight for Field Operations during the evening hours through the implementation of a Night Commander. The Night Commander oversees significant events and makes decisions about crime strategies and the re-deployment of personnel to aid the precincts and ensure the safety of MARTA employees, patrons, and facilities.

Bike Patrol

Bicycle Patrol is designed to reduce crime within the MARTA system. Police bicycles are highly effective community policing tools which increase contact between the officers and the public. Bicycle patrols are utilized in each of the four precincts.

Juvenile Crime Prevention Team

The Juvenile Crime Prevention Team consists of four sworn officers from the North, South, East and Central Precincts. The officers assigned to J.C.P.T. /G.R.E.A.T. are primarily responsible for the safety and security of the students using the MARTA system. All officers meet with parents, school officials, administrators and juvenile justice officials to resolve issues that arise concerning disruptive or uncooperative students from the Metro area.

Motor Unit

The Motor Unit supports the operations of the MARTA Police Department. In addition to assisting the department in calls for service and patrolling the bus routes, the Motor Unit also enforces traffic laws and ensures the expeditious flow of traffic during large scale special events.

The MARTA Police Criminal Investigations Unit investigates all felonies and misdemeanors that occur within MARTA's jurisdiction. Such incidents include crimes against persons, property crimes and financial crimes. They conduct criminal investigations, interview witnesses, and testify in court. Additionally, detectives are responsible for the processing of crime scenes and the collection of evidence.

Special Operation Response Team (SORT)

The Special Operations Response Team (SORT) is a highly trained unit that can respond to incidents requiring tactical expertise, counter-terrorism and they provide surveillance capabilities. They are also able to respond to chemical and biological situations. They are augmented around the system with our Tactical Field Operators (TFOs). SORT

Tactical Field Officers (TFO)

Our Tactical Field Officers (TFOs) are trained in tactics that help bridge the gap between Patrol Officers and SORT response. They provide a quick response to major emergencies that occur on the system. ,br> TFO

Bomb Assessment Team (BAT)

Bomb Technicians respond to suspicious package calls and post-blast incidents. Bomb technicians receive extensive training and specialize in explosive evidence collection. MARTA Bomb Assessment Team

K-9 Unit

The K-9 Unit plays a special role in our department. MPD's K-9 Unit is comprised of teams, and our K-9s that are trained to detect explosive items on the MARTA system and alert their handlers.

Crisis Negotiation Team

If a crisis situation occurs on the MARTA system, our negotiators will respond. Our crisis negotiators are prepared and well-trained in conflict resolution. Crises may include circumstances such as mentally disturbed individuals, hostage situations, barricaded suspects, and suicide attempts.

U.S. Marshal's Southeast Regional Fugitive Task Force

MPD officers who are assigned to the U.S. Marshal’s Southeast Regional Fugitive Task Force participate in task force efforts to locate and arrest fugitives from the law. US Marshals

Joint Terrorism Task Force (JTFF)

Officers assigned to the FBI’s Joint Terrorism Task Force investigate all terrorism-related cases involving MARTA’s mass transit system.

Reserve Officers

Reserve Officers assist in the day-to-day functions of the MARTA Police Department. The Reserve Officer will provide security in station, trains, and parking lots and increase visibility during special events. The Reserve Officer will serve on a contractual basis in various assignments within the Police Department or any special detail designated by the Chief of Police or their designee.

Qualifications: Must be Georgia P.O.S.T. certified with a certification in Law Enforcement (PBLE number) with at least 5 years of full time law enforcement experience. Must meet Georgia P.O.S.T. training and firearms qualification requirements. The Reserve Officers are required to complete all annual P.O.S.T. required courses. Reserve Officers must be able to commit to a minimum of 40 hours per month in their assigned precincts and may be called upon to assist with emergency and special events that require additional police resources.
